    It is not done because it requires research, feasibility, interest and support to be approved.
    To implement statutes, it has to be approved by a group of politicians. A long drawn-out process.

    Addendum: More jobs will be created, but the issue is that the ones who are supposed to put the good of the public before themselves are not doing it, and those who do are few.
